Defect:: Pre dynamic test buckle release force is lower than required by fmvss 213 child restraint system.
Consequence:: Failure to meet requirement of fmvss 213, may not retainchild in seat in the event of a vehicle crash.
Correction:: Owners will be instructed to return seats to their dealers for a new seat or a full refund.
