Defect:

The involved tires fail to meet the endurance requirements of federal motor vehicle safety standard no.109, "new pneumatic tires". the tires may fail in service due to separation in the bead area adjacent to the rim.

Correction:

The dealer will install replacement tires that will be mounted and balanced free of charge within 60 days of notification.
