The parking brake may not exert sufficient force to enable the vehicle to conform to the grade holding requirements of fmvss 121.

Consequence:

Vehicles with insufficient parking brake force can rollwithout prior warning when parked on a grade, this could result in a vehicleaccident.

Correction:

Replace the parking brake chambers.
