Under certain operating and climatic conditions, water can enter the accelerator cable housing and freeze.

Consequence:

Throttle would not close completely when drivers footis removed from the accelerator pedal.

Correction:

Replace accelerator cable with a new cable that is designed to prevent water intrusion.
